The ECU tells the ignitor & coil when to do their thing. The distributor is just a mechanical means of directing the spark to the correct cylinder. Ever notice that the rotor has a rather long edge on it, this is to account for the various positions it will be in (in relation to the 4 points in the cap) as the ECU varies the timing.
Also, the reason why rotating your distributor changes your timing is because the sensor pickups for the ECU are located inside it.
