Set the position of the TPS so that it reads 0.66k ohms across the bottom two leads in the TPS, reset the ECU, and you should be good to go. If not, you may have a bad backup TPS.

I set them based on resistance, not voltage. I measure the resistance in ohms across the bottom two pins (of the three in the TPS on Hondas). The resistance should be in the range of 0.66k ohms. This can be done on the bench, so no car or ECU is required to set it correctly.

But, I think you are correct Jeff, the manual states the voltage for the ecu wire, and how to check it on the car.

Had this same problem. When I installed the new TPS I wasn't really paying attention to how I put it on...There are tabs on the TPS sensor and the throttle body that have to line up, otherwise when the throttle plate rotates it won't turn the tabs on the sensor properly and you'll throw a code. If you take off the sensor and look closely at the t-body and the inside of the sensor, you'll see what I mean...is your idle RPM really high (like 4500-5000)?
