timing belt tensioner questions

i just put in a new timing belt and i cant seem to get it really tight like it should be...im not sure if im doing it right...i have some1 hold down the thing with the spring and when i tighten the bolt back up you let off the spring and it doesnt really tighten ..can some1 help

you dont touch the tensioner really...loosen the bolt and turn the motor over a few times counter-clockwise and make sure the timing is still right, then tighten the tensioner bolt

I usually pull the tensioner up with a hook of some sort when this happens but make sure it's not too tight.

why would you want to pull the tensioner back? I thought it was suppose to tighten itself and adjust itself accordingly?
